    "abstract" : "Establishing publication infrastructure is a complex and long-term commitment for institutions. When planning to implement a publishing platform for first open access publications at your institution, you are faced with a major task and many questions. The following pages provide an overview of the requirements your platform should meet to ensure that scientists or funding institutions perceive it as reliable, secure and of high quality. Searching for the right technical solution can prove to be time-consuming and confusing. Therefore, this manual gives an overview of different systems, each with an example of application. However, we deliberately do not recommend any particular software, because every application has different requirements. The standards developed in the context of the project \"SynOA-Pub\"1 can serve as information on factors that should be considered when establishing a platform, in order to meet typical needs, comply with quality standards and ensure trustworthiness. This is particularly important with regard to obtaining the DINI-certificate2 or implementing the requirements of Plan S3.",
