    "abstract" : "Die heutige europäische Forschungspolitik hat mit ihrenbescheidenen Anfängen als gemeinschaftliche Politik (undwissenschaftliche Kooperation) im Bereich der Kohle-,Stahl- und Eisenindustrie, später dann der Industrieforschung mit den ersten Forschungsrahmenprogrammenkaum noch etwas gemein.3 Wenn heute von europäischerForschungspolitik die Rede ist, steht dahinter ein in Bezugauf Finanzvolumen (das aktuelle Forschungsprogramm ist der drittgrößte Haushaltstitel des EU-Budgets), personelle Ressourcen (etwa 4 Prozent der EU-Kommissionsbeschäftigten),programmatisches Spektrum, Grad an Transnationalitätet cetera im globalen Vergleich gewichtiges Politikfeld.Dahinter steht auch ein Akteur – die EU Kommission mit der Generaldirektion Forschung und Innovation –, der sich im Bereich der Forschungspolitik von den EU-Nationen ein Stück weit emanzipiert hat und auf die supraeuropäische Ebene expandiert: Seit 2015 folgen Europäische Kommission und OECD einem gemeinsamen Konzept zur Unterstützung der Forschungs- und Innovationspolitik.",
