    "abstract" : "Alterssicherung in Deutschland wie in Japan wird seit Jahren im Zusammenhang mit Finanzierungskrisen und düsteren Zukunftsprognosen diskutiert. In diesem Beitrag werden die jeweiligen Systeme der öffentlichen, auf dem Umlageverfahren basierenden Alterssicherung in beiden Ländern skizziert, um zu verdeutlichen, welche Faktoren die Höhe der Leistungen und Beiträge bestimmen. Hierzu werden zuerst grundlegende Zielkonflikte des Umlagesystems formal abgeleitet, Aspekte des demographischen Wandels, v. a. in Bezug auf die Altersstrukturen der beiden Länder vergleichend dargestellt, und ihre Auswirkungen auf Finanzierung und Leistungshöhe nachgezeichnet. Die Fortschreibung der demographischen und wirtschaftlichen Kenngrößen führt zu Prognosen über die Beitragsentwicklung bis etwa 2040. Aus den Pfadabhängigkeiten des Status Quo öffentlicher Alterssicherung in Japan und Deutschland sowie der Dynamik veränderter demographischer und wirtschaftlicher Rahmenbedingungen ergibt sich ein begrenztes Möglichkeitsfeld zu Reformen. Es stellt sich die Frage, welche Optionen innerhalb dieses Spielraums aktuell in beiden Ländern diskutiert und geplant werden und wie die Auswirkungen dieser Maßnahmen vor dem oben genannten Zielkonflikt einzuschätzen sind.",
