Öffentliche, städtische Bibliotheken sind hier wichtige Akteurinnen. Sie haben den Auftrag, sich gemäß der UN-Behindertenrechtskonvention zunehmend zu inklusiven Lern-, Begegnungs- und Sensibilisierungsräumen zu entwickeln. Die Forschung versteht sich als wissenschaftliche Begleitung des Modellprojektes „Inklusive Bibliotheken für NRW“. Im Zentrum steht die Frage, wie Spezialbibliotheken am Beispiel der Westdeutschen Blindenhörbücherei WBH Münster gemeinsam mit geeigneten Stadtbibliotheken im Rahmen eines kooperativen und synergetischen Wirkens Strukturen und Angebote zur Informations- und Medienversorgung für sehbeeinträchtigte und blinde Menschen entwickeln und nachhaltig infrastrukturell verankern können. Das Modellprojekt soll ausgehend von den Erfahrungen, der Expertise und dem bisherigen Arbeitsauftrag der Westdeutschen Blindenhörbücherei WBH Münster eine langfristige Entwicklung öffentlicher Bibliotheken als inklusive Orte des Lesens für Nutzer:innen mit unterschiedlichen Voraussetzungen und Beeinträchtigungen anbahnen." .
